29  | 誠能暫寬市舶之操切，以整水師之武備，盡除海關之侵索，以羈遠人之威懷，奏仿欽天監用西洋歷官之例，行取彌利堅、佛蘭西、葡萄亞三國各遣夷目一二人，赴粵司造船司火器局，而擇內地巧匠精兵，以傳習之，如習天文之例，其有夷船、夷炮、火箭、火藥願售者聽，不惟以貨易貨，而且以貨易船，易火器，準以艘械、火藥抵茶葉、湖絲之稅，不過取諸商捐數百萬，而不旋踵間西洋之長技盡成中國之長技，兼以其暇，增修粵省之外城內河炮臺，裁並水師之員缺，而汰除其冗濫，分配各艦，練習駕駛攻戰，再奏請遍閱沿海各省之水師，由粵海而廈門，而寧波，而上海，城池炮臺，不得地勢者，移建之，水師冗缺，裁并而選之，一如粵省之例，而後合新修之火輪戰艦，與新練水犀之士，集於天津，奏請大閱，以創中國千年水師未有之盛，雖有狡夷，其敢逞？雖有鴉片，其敢至？雖有讒匿之口，其敢乘？夫是之謂以治內為治外，奚必亟亟操切外夷從事哉？ |
