15  | 戊午，上與宰相論「自古帝王，或勤勞庶政，或端拱無為，互有得失，何為而可？」杜黃裳對曰：「王者上承天地宗廟，下撫百姓四夷，夙夜憂勤，固不可自暇自逸。然上下有分，紀綱有敘；苟慎選天下賢材而委任之，有功則賞，有罪則刑，選用以公，賞刑以信，則誰不盡力，何求不獲哉！明主勞於求人而逸於任人，此虞舜所以能無為而治者也。至於獄市煩細之事，反有司存，非人主所宜親也。昔秦始皇以衡石程書，魏明帝自按行尚書事，隋文帝衛士傳餐，皆無補於當時，取譏於後來，其耳目形神非不勤且勞也，所務非其道也。夫人主患不推誠，人臣患不竭忠。苟上疑其下，下欺其上，將以求理，不亦難乎！」上深然其言。 |
