3  | 是日，三省、樞密院同進呈，得旨依。初，光上奏，左僕射蔡確言，此大事，當與樞密院共之。故同進呈。知樞密院章取光所奏，凡疏略未盡者，枚數而駁奏之。尚書左丞呂公著言：「光所建明，大意已善，其閒不無疏略未備。所言專欲求勝，不顧朝廷大體。乞選差近臣三四人，專切詳定聞奏。」從之。始司馬光奏乞復行差役舊法，既得旨依奏，知開封府蔡京即用五日限，令開封、祥符兩縣如舊役人數，差一千餘人充役，亟詣東府白光。光喜曰：「使人人如待制，何患法之不行！」議者謂京但希望風旨，茍欲媚光，非事實也。蘇轍言：「京明知熙寧以前舊法役人數目顯有冗長，並不依近降指揮相度申請，便盡數差撥；及朝旨本無日限，輒敢差人監勒，於數日內蹙迫了當，故意擾民，以害成法。乞賜行遣，以示懲戒。」 |
