陳氏曰：太平興國七年，命學士李昉、扈蒙、徐鉉、宋白等閱前代文學，撮其精要，以類分之。續又命蘇易簡、王祐等。至雍熙三年書成。

王氏《揮麈錄》曰：太平興國中，諸降王死，其舊臣或宣怨言，太宗盡收用之，寘之館閣，使修群書。如《冊府元龜》、《文苑英華》、《太平廣記》之類。廣其卷帙，厚其廩祿贍給，以役其心，多卒老於文字之間云。
