4  | 沈氏《筆談》曰：「陜西顆鹽，舊法官自搬運，置務拘賣。兵部員外郎範祥始為鈔法，令商人就邊郡入錢四貫八百售一鈔，至解池請鹽二百斤，任其私賣，得錢以實塞下，省數十郡搬運之勞。異日，輦車牛驢以鹽役死者歲以萬計，冒禁抵罪者不可勝數，至是悉免。行之既久，鹽價時有低昂，又於京師置都鹽院，陜西轉運司自遣官主之，京師食鹽斤不足三十五錢，則斂而不發，以長鹽價；過四十，則大發庫鹽，以壓商利，使鹽價有常，而鈔法有定數。行之數年，至今以為利。」 |
