141  | 至正十五年，浙西科鵝翎為箭羽，督責甚急。一羽賣三錢，後至五錢者，且以集慶一處言之。比年杭州一運解一百六十萬根，共發三運。本路止有匠人二十名，日造箭八百隻，該用翎一十六百根，周歲用翎五十七萬六千根，如此則一運可供三年。蓋此物經過塺蒸，皆成無用，然而催運不已。本路自科者，可勝言哉！倘肯計會而索之，則民無害矣。宋王濟為龍溪主簿時，調福建，輸鶴翎為箭羽。鶴非常有物，有司督責急，一羽至直百錢，民甚苦之。濟諭民取鵝翎代輸，仍驛奏其事，因詔旁郡悉如濟所陳。淳化五年，詔曰：「作坊工官造弓弩用牛筋，歲取於民，吏督甚急。或殺耕牛供官，非務農重穀之意。自今後，官造弓弩，其從理用牛筋，悉以羊、馬筋代之。」皆載之史策。 |
