裴世清，生卒年不詳，出自河東裴氏定著五房之一的中眷裴，隋代文林郎（日本說他是鴻臚寺卿），曾經受隋煬帝派往倭國宣諭。北史與唐書叫他裴清。父親名裴著。大業四年九月，為回覆多利思比孤，派裴世清等十三人出使倭國回禮。在百濟渡海最後在竹斯國登陸，小德阿輩台帶數百人出迎，十天後大禮哥多毗帶二百騎出迎。推古天皇歡迎他，之後宣諭。之後向他問禮，翌年一月他表示朝命完成準備回國。推古女皇設宴歡送，派小野妹子為正使，吉士雄成為副使，通事鞍作福利與學生高向玄理陪他回國，向煬帝入貢的八個學生也是遣隋使。
他的兒子裴嘉陵任隋齊州司馬、唐主客郎中、江州刺史。
